Let's Talk In our last visit I informed you of Act 277, a bill enacted by the General Assembly of the state of Arkansas on January 1,1991. I also told you about how Act 277 was established the Arkansas Heating, Ventilation, and Air Conditioning and Refrigeration (HVACR) Board, whose purpose was to provide administration of the licensing law thorough the state Department of Health. I told you that the main purpose of the law was to regulate the installation of HVACR, to see that your heat & air system was installed properly for your safety. And that for the standard to work the way intended, cities throughout the state would have to enforce the law locally. As you will recall at our last writing the City of Fort Smith had not adopted the code and had no inspector to enforce it, this is due to a lack of revenue. I am relived to report that after many hours of work by a group of local HVACR contractors ( yours truly included) along with Mr. Simpson with the state Health Department, Mechanical Licensing Division, and Mr. Wiley Bailey with the City of Fort Smith, a solution was found to fund the enforcement of the code locally. Finally the total package was presented to Mr. Strib Boyington for consideration. Mr. Boyington then instructed his people to write the documents necessary for the presentation to the Board of Directors. Hopefully the board will see fit to adopt the code and we can have a local inspector who will inspect installation of HVACR equipment in the near future. I urge all of my customers to contact their City Director and ask him or her to vote yes.
